Abstract
The author reviews empirical research on school choice programs in the U.S. in order to explicate some challenges to the basic assumptions of school choice. The paper argues that there are several limitations in using the perspective of neoclassical economics to explain the mixed results of school choice policies. As an alternative, the author introduces the institutional and behavioral economics (IBE) perspective, review empirical research related to this perspective, and examine ways that it can help researchers understand educators' responses to school choice policies. Finally, the paper concludes by considering implications of the IBE perspective for future research on school choice.
