교사 업무경감 정책의 단위학교 추진 실태 분석

2012년 교과부는 교사가 수업과 생활지도에 전념할 수 있는 새로운 교사 행정업무 부담 경감을 위한 기본계획을 수립하고, 각 시․도교육청은 이를 바탕으로 각 시·도 특성에 맞게 교사 업무경감 방안을 마련·추진 중에 있다. 본 연구는 교과부와 시․도교육청이 추진 중인 교사 업무경감 정책의 효과성을 단위학교 추진 실태를 통해 분석하고, 교사 업무경감 정책의 과제와 발전방향을 모색하기 위하여 수행되었다. 이를 위해 문헌분석과 시·도교육청 담당자와의 협의를 통해 시·도교육청의 추진 현황을 분석하고, 전국 초등학교 및 중학교 교원을 대상으로 온라인 조사를 실시하였다. 조사 내용은 교사 업무경감 방안의 효과성 및 시행을 통한 체감도, 교사 업무경감 관련 학교문화, 교사 업무경감 방안에 대한 교사의 요구 등 크게 네 가지다. 연구 결과를 바탕으로 교사 업무경감을 위한 추진 과제를 제시하면 다음과 같다. 첫째, 기존 학교 보조인력을 직종 통합 및 재배치하고, 교육지원인력 확보 후 고유 업무를 부여하면서 그에 맞는 처우개선이 이루어져야 한다. 둘째, 교육지원전담인력의 직무를 명확히 하고, 이들이 직무를 잘 수행할 수 있도록 관 내 단위학교의 교육지원전담인력을 대상으로 직무연수를 실시할 필요가 있다. 셋째, 교사 업무경감 방안이 단위학교에 착근되기 위해서는 학교장을 비롯하여 교직원의 협조가 요구된다. 넷째, 단위학교 교사의 교사 업무경감 체감도를 높이기 위해 교사 업무경감 추진 계획 수립‧적용 후 현장 실사를 통해 추진 방안에 대한 수정‧보완과 같은 순환적 업무 추진을 지속적으로 해야 한다. 마지막으로, ‘교육정책사업 정비를 위한 조정협의체’를 구성, 불필요한 교육정책사업을 정비할 필요가 있다.
Abstract
The purpose of this study was to analyze the effect of the educational policies and to suggest implications of policy strategies and directions in order to decrease the burden of school teachers in the amount of administrative work. The Korean government and city and provincial education offices have established a variety of educational policies to reduce the burden of school teachers in administrative affairs. However, school teachers have not yet experienced the effects of the educational policies. In 2012, the Ministry of Education established a new policy to lighten teachers’ workload. Following the government policy, 16 city and provincial education offices designed a specific plan and are currently implementing their own policy. For the purpose of this research, we designed a survey instrument after reviewing literature and the Korean government documents. Next, this research administered a KEDI online survey to gather data from elementary and middle school teachers. The survey results to which 877 school teachers responded are as follows: first, the respondents recognized a positive effect of the educational policy for reducing the workload in administrative affairs; second, they suggested the most effective way as a specific plan such as expanding a delegation and authorization regulation and securing education support personnel in school administration; last, the school teachers felt that the effect of the educational policy is connected to the improvement of the professionalism in the area of teaching and student life. However, the findings suggest that it needs to form an educational support team and to hire new educational support staffs.
