본 연구에서는 우리나라 교원 자격 기준의 변천 과정과 운영 실태를 분석한 결과를 토대로 향후 개선 동향을 탐색하였다. 연구 문제에 접근한 과정은 다음과 같다. 먼저, 교육 관련 법규를 중심으로 교원 자격 기준의 변천 과정을 분석하였다. 분석의 시기는 제정 교육법 당시부터 현재까지이며, 주요 법규는 교육법, 교육기본법, 교육공무원법, 초중등교육법, 관련 명령과 규칙이다. 그리고 우리나라 교원 자격 기준의 형식적 의의를 논구하였다. 아울러, 우리나라 교원 자격 기준 개선에 참고할 수 있는 외국의 최근 동향을 분석하였다. 영국은 매우 포괄적이고 혁신적인 교원 자격 기준을 만들고 있다는 점에서, 일본은 우리나라와 유사한 방식으로 자격 기준을 제정운용하고 있다는 점에서 시사하는 바가 크다고 생각하여 분석의 대상으로 선정하였다. 마지막으로 분석의 결과를 근거로 교원 자격기준을 개선하기 위한 제안을 하였다.교원 자격 기준은 교원정책의 논리적 출발점에 상당하는 것이나, 지금까지 그와 관련된 논의가 국내에서는 활발하지 않았다. 교원 자격 기준에 대하여 충분한 논의가 이루어졌다면, 최근에 논란이 되고 있는 교원평가제나 농어촌 소규모 학교 교원의 양성을 위한 논의 등은 훨씬 합리적이고 효과적으로 이루어질 수 있을 것이다.
Abstract
This thesis analyzes the changes and prospects of teacher qualification criteria(TQC). TQC is considered as the basis of teacher education and teacher policy. Education researchers, however, has not shown keen interest in it. TQC has been stipulated as the form of law from the enactment of Educational Law in 1949. Including the law, four kinds of law and regulation contained rules associated with TQC: Educational Public Servant Law, The Regulation of Educational Public Servant Qualification and The Detailed Rules of the Regulation of Educational Public Servant Qualification. This paper analyzes the change process of these laws and regulations. In order to appreciate TQC, two works are conducted. First, the meaning of both the form and the content of TQC is thoroughly discussed. Second, the trends of the TQC of Japan and England are investigated because the TQC of Japan is similar to that of this country and England has recently established and implemented an innovative TQC. Based on these works, five recommendations are suggested to improve our TQC.
