대중국 및 러시아 수출입 물류효율화 방안에 관한 연구- 해운 및 철도운송 물류 중심으로

국제무역 및 자본의 세계화(Globalization)와 더불어 세계경제의 지역주의화(Regionalism)가 가속화되면서 우리나라가 속해 있는 동북아시아에서도 과거 상이한 정치경제체제에 의한 경제교류의 장애요인이 급속도로 제거되면서 이들 국가들간 경제관계가 급속히 진전되고 있다.중국은 1978년 이후 개방정책을 펼쳐왔으며, 구소련도 1990년대 페레스트로이카를 기치로 개혁개방정책을 적극 추진해왔다. 우리나라도 이들 국가의 개혁개방정책에 적극적으로 대응하면서 정치경제관계를 획기적으로 개선해왔다.중국과 러시아는 한반도와 인접해 있으면서 경제의 상호보완성(Complementarity)도 높기 때문에 앞으로도 지속적인 경제교류의 확대가 전망되고 있다. 현재 동북아 국가와 러시아와의 무역관계는 여전히 보수적으로 유지되고 있는데 이는 교통 인프라의 신뢰성 및 국가간 신뢰도에 기인된다고 할 수 있다. 특히 이들 국가들과의 국제물류의 장애적 요소는 무역관계에 많은 장애요인이 되어 왔다. 이는 우선적으로 이들 국가와의 운송에서 북한을 통한 육상운송의 단절을 들 수 있으며, 두 번째로는 이들 국가들이 과거 사회주의 경제를 고수하여 왔기 때문에 국내는 물론이거니와 국제적인 운송시스템이 열악한 상황에 처해 있기 때문이다. 더구나 이들 국가들의 국제무역 및 물류에 대한 이해력의 부족, 물류체제의 상이 또는 접근방법상의 이질성 등은 물류문제의 어려움을 가중시키는 중요한 요소가 되고 있다.이에 본 연구는 우리나라와 중국 및 러시아와의 국제물류관리의 장애요인에서 화주기업들의 인식차이를 검증해보고 이를 토대로 동 분야에서의 개선방안을 제시하는 데 목적이 있다.
Abstract
The world is undergoing a fundamental change. The Northeast Asian region is no exception while strengthening political and economic cooperation between countries from 1990s. In order to accelerate their relations logistics problems which were one of most serious problems in communist countries including China and Russia should be tackled. The aim in this paper is to investigate the problems in logistics network of Northeast Asia and then give some suggestions for businesses and government officials to cope with the problems especially inherent to Korea-China and Russia logistics network. This study was undertaken employing literature and questionnaire surveys. The results suggest that Northeast Asian countries need to cooperate in building infrastructure and institutional schemes for efficient logistics management.
