영국의 기후변화 대응체계와 적용사례 연구 - 런던과 사우스이스트 지역을 중심으로 -

본 연구는 기후변화 대응에 선도적인 위치를 차지하고 있는 영국의 기후변화 대응체계와 우수사례를 소개함으로써 향후 국내의 정책방향을 제시하고자 한다. 기후변화의 정의 및 핵심 개념 고찰을 통해영국의 기후변화 프로그램과 국토·도시계획의 변모에 대해 파악하고 지방정부의 정책특성을 고찰하였다. 또한 시범사업의 분석을 통해 정책, 지침, 개발사업의 연관성과 시사점을 도출하였다. 분석 결론은다음과 같다. 첫째, 영국은 기후변화 프로그램 체계의 구축을 통하여 과학적 연구를 기반으로 기후변화모니터링 및 예측시스템을 구축하고, 이를 정부정책의 우선순위 설정에 적극 반영하고 있는 것으로 조사되었다. 둘째, 정책지침인 ‘계획과 기후변화’를 통해 대응방향을 제시하고 지방정부 정책에 일관성을 부여하고 있는 것으로 분석되었다. 셋째, ‘지속가능한 개발’을 목표로 다양한 주제에서 저감과 적응 두 차원을균형 있게 고려하며, 지방정부를 중심으로 연구부터 개발 사업에 이르는 단계적인 대응방안을 제시하고있는 것으로 나타났다. 이러한 영국정부의 노력은 기후변화 대응전략 수립이 절실한 국내에 정부주도의대응체계 구축을 통해 정책시행의 효율성을 높이고 적응기법 개발, 지속적인 평가와 모니터링 시스템 구축, 시범사업을 통한 단계적인 접근이 필요하다는 시사점을 주고 있다.
Abstract
This study aims to analysis policy framework and exemplified planning cases for climate change action in united kingdom, which has been lead initiative development in the world. By theoretical research for key concepts of climate change, this study mainly inspected climate change program, changes of national policy framework and characteristics of local governments' policies. Moreover, core strategy reflecting relationship among policy, research and development was identified through planning cases classified by its development pattern. Implications are as follows. First, based on scientific outcomes of climate change program, monitoring and forecast system are organized and its results affects setting government policies. Second, supplement policy statement as 'planning and climate change' provides detailed local action policy and give consistency in local strategy. Finally,balanced approach in the context of 'adaptation' and 'mitigation' for sustainable development guides local governments to consider variable and systematic actions. In addition, the results insist that government-driven action policy are required to make efficient, consistent and progressive implementation of adaptation strategies. And systematic approach composed of diverse evaluation,monitering, adaptation planning method and initiatives are essential for decision making process.
