서울시 공공자전거 이용특성에 관한 연구 - 여의도 및 상암 지구를 사례로 -

환경오염의 심각성에 따라 정부는 저탄소 녹생성장의 방안으로 친환경 교통수단 활성화에 노력하고 있으며, 서울시는 친환경 교통수단인 공공자전거 ‘따릉이’를 2015년 서울시에 일부 도입하여 2015년 파리기후협정에 따른 CO2 배출량 감축을 위해 노력하고 있다. 따릉이 이용률이 지속적으로 증가하는 만큼 서울시는 서비스를 확장하고자 하지만, 자전거는 도시특성에 따라 이용행태가 다르므로 해당 지역의 특성을 고려한 자전거 대여소 확대와 이용률 확대 방안이 고려되어야 한다. 이 연구는 지역특성을 감안한 자전거 통행특성을 분석하고자 서울시 주거업무 중심 지역인 여의도와 상암지구를 대상으로 연구를 시행하였으며, 그 결과 공공자전거는 업무와 환승목적 통행으로 사용되고 있었고, 버스 이용대수가 상대적으로 적은 곳에서 자전거 통행비중이 높게 나타났다. 시간대별 자전거 통행특성도 공원에 인접한 자전거 대여소는 점심 통행량과 동일 장소 반납비중이 높았으며, 특히 일일권(비회원) 이용이 많은 특성을 보였다. 이 연구의 결과는 서울에 적합한 공공자전거 이용확대 방안을 계획하는 데 도움을 줄 것으로 기대한다.
Abstract
Considering the serious issue of the environmental pollution, the government has attempted the low carbon green growth by encouraging the use of the environmentally-friendly mode of transportation and as an environmentally-friendly mode, Seoul introduced public bikes, Ddaleungee, in 2005 in part of its jurisdiction so that it could reduce CO2 emissions as determined by the Paris Agreement. In line with the increasing use of Ddaleungee, Seoul plans to bike stations and to identify measures for facilitating the use, but the bike use differs by urban settings, and the plan should be made by considering the settings. Therefore, this paper does a study on the bike use characteristics in relation to the regional settings (with a case of two residential-business districts, Yeouido and Sangam), and the findings were that public bikes are used for business and transfer purposes and their mode share is high in areas with fewer bus lines. The bike use differed by time and specifically, bike stations near parks had high shares in the afternoon and people tended to return the bike at the same place and use a daily pass (for nonmembers). These findings would be beneficial in designing the ways of increasing the public bike use, as appropriate for Seoul.
