비영리 사회복지조직에 대한 사회복지공동모금회 재정지원에 영향을 미치는 요인: 서울사회복지공동모금회의 신청사업을 중심으로

본 연구는 비영리 사회복지조직에 대한 주요 재정지원조직인 사회복지공동모금회의 기금배분이 어떻게 이루어지며,비영리 사회복지조직의 특성이 재정지원 여부에 영향을 미치는지를 살펴보는 것을 목적으로 한다.이를 위해 본 연구는 2003년부터 2005년까지 서울사회복지공동모금회의 신청사업을 통해 재정지원을 신청했던 비영리 사회복지조직을 대상으로 어떤 조직적 특성이 재정지원 여부에 영향을 미쳤는지 로지스틱 회귀분석을 활용해 분석하였다.분석결과는 사회복지공동모금회의 재정지원은 조직의 전문적 경험을 보여주는 사회복지사 비율 및 지난 3년간 공동모금회의 지원을 받은 경험에 의해 유의미한 영향을 받고 있음을 제시하였다.본 연구는 특정 기간의 서울지역만을 분석대상으로 하여 결과의 해석에 한계를 지니고 있음에도 불구하고,비영리 사회복지조직의 활동에 대한 사회복지공동모금회의 기금배분의 방향성 수립뿐 아니라 비영리 사회복지조직이 효과적으로 재정지원을 획득하기 위해서 어떠한 점을 고려해야 하는지에 대한 기초적인 이해기반을 제공하는 데 의의가 있다.
Abstract
This study intends to explore a general trend of local community chest fund allocation to nonprofit social service organizations, and also to specify organizational characteristics to affect the fund allocation. In order to achieve the study purposes, this study performs a logistic regression analysis using data of Seoul Community Chest on fund allocation to nonprofit programs of three consecutive years from 2003 to 2005. Results show that ratio of social workers, as professional staffs, and prior financial supports from community chest statistically affected fund allocation to a specific program of nonprofit social service organizations. The study has a limitation of the study sample, representing only nonprofit organizations applying for financial supports from one of local community chest during the specific period of three years. It suggests a basic understanding on fund allocation of community chest to nonprofit social service organizations.
