Abstract

Based on theoretical backgrounds, this study estimates a compound poisson linear regression model for flood damage areas which seldom fit a statistical model due to their unconventional distribution pattern. Then, the appropriateness of the estimated model is analyzed and the implications for its significant variables are addressed. For the model estimation, following two datasets are introduced: (1) the damage area data unprecedentedly occurred on September, 2010 as well as July, 2011 at Seoul Metropolitan Area, (2) various influential variables related to the process of rainfall, interception, infiltration, detention, and runoff. The results show that this compound poisson model is assessed to be statistically appropriate for the flood-damaged area data. The variables related to rainfall intensity and land cover turn out to be statistically significant. Marginal effect for flood area by the increase of an independent variable is revealed as relatively high in independent variables of maximum rainfall intensity, urbanized area ratio, commercial area, and residential-commercial mixed area. Especially, the estimated model for year 2011 shows that the coefficients of the land use-related variables are highly significant. This result implies that the control, improvement, and management of land use and land cover can play important roles in mitigation of flood damage.
