이 연구는 재해예방업무 담당 지방공무원과 관련전문가를 설문조사해 지역의 재해예방대책에 대한 공무원·전문가의 인식을 비교분석하고, AHP 기법으로 재해예방사업 성공요인의 상대적 중요도를 분석해 방재정책적 함의를 제시하고자 한다. 설문 결과, 공무원과 전문가 모두 ‘방재전문인력 부족’, ‘방재대책 추진 예산확보’, ‘재해예방 첨단기술공법’, ‘방재 교육 및 훈련 프로그램’, ‘주민의 방재 관심도’ 등의 정책분야를 보통 이하로 평가하는 것으로 나타났다. 특히, 방재전문인력 부족은 다른 항목보다 상당히 낮게 평가하고 있어 대책 마련이 필수적이다. 재해예방사업의 성공요인을 AHP 분석한 결과, ‘예방계획의 적정성’(0.239), ‘시장·군수의 방재 관심도’(0.216), ‘적정 사업예산확보’(0.210), ‘주민 대상 재해예방 홍보’(0.117), ‘도시계획사업 등 다른 사업과 연계추진’(0.110), ‘주민의 예방사업 참여’(0.109)의 순서로 중요도가 산출되었다. 이 가중치는 향후 예방사업 계획, 예산배정, 평가 등에 활용할 수 있을 것으로 기대된다.
Abstract
The purpose of this study is to analyze the perception survey of both local government officials and hazard mitigation experts about issues of Local Hazard Prevention Policy (LHPP) and to compare responses of the two groups to each other. Also, based on the survey, this study aims to calculate weighting factor of each success element in Natural Hazard Mitigation Project (NHMP) and finally to suggest their policy implications. The results show that both the officials and the experts evaluate following issues as 'below average': 'lack of hazard prevention experts', 'securing budget for hazard prevention projects', 'advanced engineering techniques in hazard prevention', 'hazard preparedness education and training program', 'resident's concern on hazard preparedness', etc. Especially, 'lack of hazard prevention experts' is evaluated as comparatively very low, implying that policies and strategies related to this issue should be made. As for Analytical Hierarchy Process analysis on success elements in NHMP, following numeric weights are derived on each element: 'appropriate pre-disaster planning (0.239)', 'mayor's concern on hazard preparedness (0.216)', 'appropriate project budget (0.210)', 'public communication on hazard preparedness (0.117)', 'joint mitigation project with other projects such as urban development plan, etc (0.110)', and 'public participation on hazard prevention project (0.109).' These weight factors can be applied to planning, budget allocation, and assessment related to NHMP.
