Abstract
This study analyzed the current state of artificial intelligence(AI) education by examining the 2025 major work plans of 17 metropolitan and provincial offices of education in South Korea. Drawing on prior research, the analysis was conducted from five perspectives: learning about AI, learning with AI, AI literacy, support systems, and policy emphasis on AI education. Through these, features, similarities, and differences were identified. The findings revealed that “learning about AI” is implemented through programming instructions, experiential programs, projects, competitions, student clubs, and related educational events. “learning with AI” is investigated from the perspectives of curricular and extracurricular instructional support, assessment support, and integrated support platforms. “AI literacy” is divided into digital literacy and ethical competencies. The “support systems” encompass professional development for teachers, learning communities, cultivation of teacher leadership groups, partnerships with graduate programs, research competitions, model research schools, sharing platforms, and financial support. All 17 metropolitan and provincial offices of education conducted teacher training and research demonstration schools, but there were differences among the offices in other programs. Drawing on the analysis results, recommendations were proposed for the systematic and comprehensive implementation of “learning about AI,” the expansion of “learning with AI,” the enhancement of utilization tools, and the promotion of active sharing. The study also emphasizes universal instruction in digital literacy and ethics from the perspective of fostering “AI literacy,” alongside establishing a comprehensive and systematic teacher professional development system for all educators from the perspective of “support systems.” Based on these findings, it is suggested that each provincial office of education devises improvement strategies through comparative analysis and the Ministry of Education adopts field-oriented policies grounded in cooperation and communication.
