地方化時代에 있어서 環境保護政策의 課題

Abstract

This paper is the study on the comparative law on policy of environmental protection in the decentralization of power era between Japan and Korea. The author tries to find some good points from Japanese legal system to improve that of Korea. The summary of this paper is as follows. The local self-governing bodies should provide basic regulations and basic plans with dependent in the policy of environmental protection of decentralization of power era. The environmental right should be included in the provisions because the decentralization of power is a means to realize opinions of residents. Therefore making-regulations should be recognized the right of regulations and environmental decisions of residents to do dependent acts. In addition to the administration of local self-governing bodies try to make the most of guidelines and agreements more clearly and the organization to reflect residents opinions and cooperation among local self-governing bodies are necessary to do.
