본 연구는 세계 시민성 함양이라는 도덕과 교육의 주요 교육 목표의 사상적 근거로서 세계 시민주의가 갖는 도덕교육적 함의를 밝히는 것을 목표로 한다. 지구촌 시대에는 국가 구성원으로서 지녀야 할 국가 정체성 및 건전한 애국심과, 세계 시민으로서의 책임감에 기초한 세계 시민성이 서로 갈등하지 않고 조화를 이루어야 한다. 이러한 조화의 당위성은 오늘날 많은 세계 시민주의자들이 ‘포용적인’ 세계 시민주의를 지향하고 있는 것과 맥락을 같이 한다. 현대의 세계 시민주의자들은 모든 개인이 도덕적 관심의 궁극적 단위로서 지구적 지위를 지니며, 따라서 그의 국적이나 소속과 무관하게 평등한 존중 및 고려를 받을만한 도덕적 자격을 지닌다는 가정을 공유한다. 하지만 이러한 기본 가정에 대해서는 여러 가지 이론적 쟁점들이 존재한다. 또한 이러한 쟁점들에 대해 어떤 입장을 취하는가에 따라 세계 시민주의의 다양한 유형들이 구분될 수 있다. 한편 오늘날 세계 시민주의는 국제적 차원의 분배 정의 문제에 집중하는 경향이 있다. 특히 롤스의 국제 정의론에 대한 대안 이론으로 제시된 포기, 베이츠 등의 지구적 평등주의가 그러한 세계 시민주의의 특징을 잘 보여준다. 이와 같은 학문적 논의와 시대적 요청을 근거로, 현행 도덕과 교육과정 및 교과서에서도 세계 시민성과 세계 시민주의를 중요한 내용 요소로 다루고 있다. 본 연구는 세계 시민주의에 관한 이론적 고찰을 바탕으로 도덕과 교육에서 세계 시민성과 세계 시민주의 관련 내용을 어떻게 가르쳐야 하는지에 관한 교육적 지침을 제공하고자 하였다.
Abstract
This study aims to shed light on moral educational implications of cosmopolitanism, which is a theoretical foundation of main moral educational goal that is cultivating world citizenship. In the age of globalization the national identity supported by citizens’ patriotism and world citizenship based on their global responsibility must be harmonized without conflict. This obligation of harmony has a close relation with the fact that many contemporary cosmopolitans have pursued ‘inclusive’ cosmopolitanism. Contemporary cosmopolitans basically assume that every person has global stature as the ultimate unit of moral concern and is therefore entitled to equal respect and consideration no matter what his citizenship status or other affiliations happen to be. There are, however, lots of important theoretical issues with relation to such a basic assumption of cosmopolitanism. We may distinguish various types of cosmopolitanism according to which position cosmopolitans take concerning those theoretical issues. Also, contemporary cosmopolitans tend to show a keen interest in the problem of global distributive justice. Especially, this tendency is well exemplified by global egalitarianism of Thomas Pogge and Charles Beitz as a convincing alternative to John Rawls’s theory of international justice. Based on these theoretical discussions and request of our times, current moral subject curriculum and text books include world citizenship and cosmopolitanism as important educational contents. This study tries to provide moral educational guidances about how to teach the contents related with world citizenship and cosmopolitanism.
