초록

본 연구는 미국의 지역사회청소년개발(CYD)의 이론적 기조와 그 실천사례를 고찰함으로써 한국에서의 다양한 지역사회 중심 청소년업무의 발전을 위한 함의를 찾아보는 것을 목적으로 한다. 연구방법은 문헌연구를 중심으로 하면서, 미국 CYD의 토대적 원칙과 실천의 공통적 가치와 원칙을 연구의 분석틀(framework)로 활용한다. 연구결과, CYD의 기조는 “문제없는(problem-free), 완전히 준비된(fully prepared), 파트너로 참여하는(engaged partners) 청소년”을 전제하여 “긍정적 관계성, 역량 개발, 의미있는 관여” 등의 3가지 기회를 제공하는 것을 중심으로 요약할 수 있다. CYD 실천사례는 청소년발전, 지역사회개발, 청소년 주도, 및 자치단체 중심 등의 4가지 유형으로 구분하여 뉴욕주 Queens 구, 캘리포니아주 Richmond 시, 몬타나주 Red Ridge 시, 그리고 버지니아주 Hampton 시의 등의 4가지에 대해 알아보았다. 연구의 함의는 CYD의 기조 구현을 위한 사회적 노력, 실천사례를 통한, 우리 실정에 맞는 실제적·정책적 접근, 그리고 정당하고 건강한 지역사회를 목적으로 하는 지역중심의 청소년업무의 중요성으로 나타났다. 청소년분야의 발전을 위해서는 미국의 CYD접근법을 고려한 청소년을 위한 모든 기관과 단체들이 함께하는 청소년운동을 기대할 필요가 있다.

Abstract

This study deals with the theoretical basis of community youth development(CYD) and its cases of practices in USA. The study includes the implications of research result for the development of community-based youth work in Korea. Research method utilized the literature review of the relevant materials and common values and principles of CYD practices are used for research framework. Study results include youth as “problem-free, full-prepared, and engaged partners” for theoretical foundation of CYD and four types of practice cases of youth development(Queens Borough, New York), community development(Richmond City, California, youth-driven(Red Ridge City, Montana) and civic engagement (Hampton City, Virginia) as self-governing body focused approach. Research results implies the efforts of realization of the theoretical basis of CYD, the necessity of practical and policy approaches considering Korean situation, and the importance of community-base youth work for the purpose of just and healthy community for youth. Youth movement based on CYD apprach with all youth ogranizations and agencies for the development of youth work field in Korea. aimed for examining the relationship between mother's emotional expression and child's self-regulation ability and school life adaptation, and finding out the mediating effect of child's self-regulation ability.
