지역특화형 공공청소년시설 건립방안 - 꿈누리센터를 중심으로 -

본 연구는 양적인 문제와 질적인 문제를 동시에 가지고 있는 청소년시설에 대해 법률과 건립현황을 분석하고 앞으로의 청소년 관련 정책방향을 활용하여 해결방법을 제시하고자 하였다. 즉 다가올 새로운 시대에 맞는 청소년시설 건립을 위한 새로운 기준과 특성화 방향, 공간, 운영방안 등을 만들어보고 적용지역을 선정하여 실제 건립을 위한 실질적인 방법을 제안하고자 하였다. 연구결과, 청소년시설의 설치율은 매우 미흡하며 청소년들의 다양한 욕구를 반영하는 특성화된 시설건립을 위한 기준들이 마련되어야 한다는 것을 알 수 있었다. 새로운 기준들을 도출하기 위해 문헌자료 분석과 선행연구, 관련 법률들을 분석하고 유사한 시설들의 공간변화와 정책변화 사례를 종합하여 ‘지역특화형 공공청소년시설’을 위한 건립기준과 배치계획을 제안하였다. 이와 같은 결과를 바탕으로 ‘지역특화형 공공청소년시설 건립방안’에 대해 제언하면 다음과 같다. 본 연구는 기존 청소년시설들의 면적 중심의 기준에서 벗어나 지역의 고유한 특성을 분석한 결과로 특성화 방안을 도출하였고, 그에 맞는 공간과 운영방안에 대한 구체적인 결과와 제안사항이 나왔다는 점에서 기존 연구와 차별성을 가진다.
Abstract
This study tried to analyze the laws and construction status of youth facilities that have both quantitative and qualitative problems, and to suggest solutions by utilizing the future youth-related policy directions. Through this, it tried to create new standards, specialization directions, spatial composition, and operation plans for the construction of youth facilities suitable for the new era to come, and to propose practical methods for actual construction by selecting regions. On a basis of the results of the study above, my suggestions for ‘Establishment of the public youth center according to local specialty' are as follows. It differs from existing studies in that specific results and suggestions for space and operation plan were derived by analyzing regions and local residents' needs, deviating from existing youth training facilities and the area-oriented standards of the facilities. However, in the absence of specific government policies and laws, there are limits to its practical application. For the quantitative expansion of youth facilities, research should be conducted to find diverse imagination and proactive methods, rather than relying solely on the will of the youth-related government.
