디지털 정부 구축을 위한 노력의 일환으로 ICTs(정보통신기술: Information and Communication Technologies)를 기반한 다양한 도메인 방식을 채택 챗봇의 상용화를 진행 중에 있다. 기존 챗봇은 공공 소통에서 업무연계나 서비스 제공에 있어 자연어 이해 부족으로 정보 제공 능력이 낮다고 전제하여, <뚜봇>, <버비>, <서울 톡>과<금융톡톡>등의 사용례를 MRT이론을 배경으로 자연어를 사용한‘더 풍부하고 표현력이 있는’질의나 요청에 대한 정보검색, 처리, 전달 상황을 살펴본다. 또한 공공 소통의 진일보를 위해 기존 챗봇의 자연어 처리와 플랫폼 구축에 필요한 기술적 기능 강화 방안과 행정서비스에 챗봇의 도입 우려와 시사점, 데이터 처리에 주의할 점과 정책적 방안에 대해 알아본다.
Abstract
In an effort to build a digital government, various domain methods based on Information and Communication Technologies(ICTs) are being commercialized. Assuming that the existing chatbots like <DDUBOT>, <BUBBY>,<Seoul Talk> and <Financial Talk Talk> have low ability to provide information and service due to lack of understanding of natural language in public communication, this paper examines searching information, processing and delivering “rich and more expressive” questions or requests using MRT theory. In order to develop public communication, it will explore how to strengthen the technical capabilities necessary to process natural language and build platforms, concerns, implications, data processing, and policy measures.
