Abstract

It is demanded that the National Assembly plays a very crucial role in making and practicing sustainable policies toward North Korea beyond the political power shifts from the conservative to the progressive and vice versa. In this context, it strongly suggested to organize a standing committee in the National Assembly exclusively dealing with the policies on South–North relations and re-unification of Korea. There is another option that the current ‘temporal special committee’ is replaced with ‘a permanent special committee.’ In addition, it is argued here that the National Assembly Speaker holds a standing advisory committee to listen to the voices of the civil society, the academic world, and the press as well as the ruling and the opposition parties, and discuss and advise policies towards North Korea. The rational shaping these suggestions is that the policies towards North Korea are not the issues to be monopolized by the ruling party, but to be taken placed under the public domain shared by the in and out political parties, the conservative and the progressive together.
