한국의 사회적 대화 분석: 「경제사회노동위원회법」 제･개정 내용을 중심으로

Abstract

This study analyzes the purpose and main contents of the amendment of the 「Economic, Social and Labor Relations Commission Act」. The analysis period was the period of enactment and amendments of each law, and the analysis was examined focusing on the main provisions of the enactment and amendments. As a result of the analysis, First, although there was a paradigm shift by specifying the participation of vulnerable groups as ‘participating subjects’, it was confirmed that there were limits to actual participation. Second, methods such as ‘sequential exclusion’ and ‘appointment based on opinions of labor and management’ were used to appoint public interest members, but it was confirmed that there is no perfect appointment method. Third, the ‘Agenda/Industry Committee’ will need to actively consider expanding the agenda to include not only employment and labor policies but also economic and social policies, as well as activating multi-layered social dialogue. Fourth, the ‘Social classes committee’ can be said to be the beginning of a new turning point in Korean social dialogue by specifying that each class of society can directly participate in agenda development and policy proposals. However, since it has not been implemented for a long time, there are some areas that are experiencing various trial and error.
