도서관은 지식과 정보의 중심지로서 지역사회의 복합 교육 및 문화공간으로서 기능을 수행한다. 공공도서관이나 아동도서관에서는 아동에게 독서 환경을 제공하고 다양한 문화 행사와 프로그램을 제공하는 기능을 하고 있지만, 아동의 신체적, 정서적, 심리적, 지적 발달단계를 고려하고 부모와의 바람직한 관계 형성과 사회성 발달 등 아동의 특수성을 고려한 아동도서관의 구축과 지원을 위한 제도의 방향성을 설정할 필요가 있다. 본고에 서는 아동도서관의 기능과 아동의 특성을 살펴보고, 아동을 위한 도서관에 관련된 국제 조약 및 외국의 법제를 연구하였다. 이를 통하여 아동도서관 지원에 관한 법률의 제정이 나 도서관법에서 아동도서관에 대한 별도의 조문을 두어 상세화하는 것을 제안하고자 한다. 특히, 도서관에서 아동을 유해 정보로부터 보호하기 위하여, 공간과 도서의 분리 및 관리 감독이 필요하며, 미국 아동도서관 서비스 협회 사서 제도와 같이 아동도서관 사서는 아동 특성과 부모에 대한 이해 관련된 교육을 수료하도록 하는 것을 제안하고자 한다.
Abstract
The library as a center of knowledge and information has the functions of a complex educational and cultural space in the community. Public libraries and children's libraries provide children with a reading environment and various cultural events and programs, but it is necessary to consider children's physical, emotional, psychological, and intellectual development stages and to establish a direction for the system for the establishment and support of children's libraries in consideration of children's specificity, such as the formation of desirable relationships with their parents and social development. This paper investigated the functions of children's libraries and the characteristics of children, and studies international treaties and foreign laws related to libraries for children. Through this, it is proposed to enact laws on support for children's libraries or to detail them by setting separate provisions for children's libraries in the library law. In particular, in order to protect children from harmful information in libraries, separation and supervision of space and books are necessary, and it is suggested that children's libraries complete education related to children's characteristics and understanding of their parents, such as the librarian system of the Children's Library Service Association in the United States.
