러시아 지방정부와 연방정부에 대한 재정관계는 크게 두 부분으로 구성되어 있다. 첫째는 연방정부와 광역지방자치단체와의 재정관계이며 둘째는 이들 상급정부와 기초지방자치단체와의 재정관계이다. 본 논문에서는 후자인 연방정부, 광역지방자치단체 와 기초지방자치단체와의 재정관계를 기초지방자치단체의 재정자치를 위주로 분석하였다. 먼저 기초지방자치단체의 재정과 관련한 법적인 발전을 추적 분석하였다. 두 번째로 기초지방자치단체의 세입을 통계자료를 통하여 분석하였다. 여기는 다시 세입구조, 상급정부와 기초지방자치단체와의 공유세율변화, 상급정부의 기초지방자치단체에 대한 이전재원 등이 분석되었다. 결론적으로 지속적인 법적인 개정에도 불구하고 지속적으로 증가하고 있는 이전재원의 비중과 기초지방자치단체의 가장 중요한 세목인 개인소득세에 대한 기초지방자치단체의 자율권이 없는 것 등 으로 보아 러시아 기초지방자치단체의 재정자치는 시간이 지날수록 더욱 어려워지는 것으로 보인다.
Abstract
The inter-government fiscal relations in Russia can be divided into two parts. First, the fiscal relations between the Federal government and the regional governments and second, the fiscal relations between these higher-level governments and local governments. In this article, the fiscal relations between these higher-level governments and local governments would be analyzed in the context of the fiscal autonomy of local governments in Russia. First of all, how the law about the public finance of local governments in Russia has been developed is analyzed. Second, the local government revenue is analyzed in terms of revenue structure, shared tax rate, inter-governmental transfers through the statistical data. In conclusion, in spite of the continuous reforms of law, the fiscal autonomy of local governments in Russia seems to be more difficult due to both high share of inter-governmental transfers and private income tax which is the most important tax in local governments but they do not have any authority to influence on. Moreover, as mentioned above, the local governments in Russia do not have any formal power to introduce their own taxes beyond those listed in federal legislation as the federal government had tried to limit the power of local governments to introduce their own taxes through law reform over time.
