2006~2015년 한국의 러시아정치연구: 비판적 성찰과 도약을 위한 과제

본 연구는 한국슬라브·유라시아학회 창립 30주년에 즈음하여 그동안 본격적으로 논의된바 없었던 2000년대 중반 이후 한국 러시아정치연구의 현황을 파악하는 한편, 향후 발전을 위한 과제를 도출코자 하는 학술적 시도이다. 이를 위해, 그동안 한국 러시아정치연구 발전의 주요 표증으로 간주되어 왔던 여러 요소의 현재적 작동 여부에 주목하면서 2006~2015년까지의 한국 러시아정치연구물에 대한 실증 분석을 수행했다. 먼저, 러시아 정치 관련 연구물과 연구인력 수는 공히 감소 추세를 나타냈으며, 세부 연구주제 측면에서 국제관계/외교정책 부문의 비율이 압도적으로 높았다. 다음으로, 연구방법 측면에서는 계량연구, 단일사례연구, 연방 차원 연구, 이론적 논의 미제시 연구의 비율이 매우 높은 것으로 파악됐다. 이는 한국 러시아정치연구의 괄목할만한 성장을 논리적으로 뒷받침해오던 주요 표증들이 더 이상 효과적으로 기능하지 않고 있음을 보여주는 결과였다. 이러한 ‘정체’ 또는 ‘위기’ 상황의 타개를 위해서는 첫째, 적극적인 학문후속세대의 발굴·양성, 대외정치· 정책연구 우위 구조 완화, 둘째, 장기적 안목에 입각한 새로운 연구 패러다임 모색, 셋째, 방법론적 ‘빈곤’과 ‘부재’ 상황을 개선하기 위해 연구방법에 대한 본격적 논의와 논쟁의 활성화, 적극적인 한국과 러시아 사례 비교를 통한 ‘한국적 러시아연구’가 절실하다.
Abstract
This paper analyses the current state and exposes future tasks for the development of studies of Russian politics in Korea since the mid-2000s. Focusing on the current function of several factors taken as main elements to prove the development of this academic field, we carried out empirical analysis of 135 articles published in 6 academic journals in the period 2006~2015. Results of analysis are as follows. First, both number of articles and authors show declining trends, and in terms of research topics, the ratio of “International Relation & Foreign Policy” part is overwhelming. Secondly, In terms of methodology, ratios of qualitative research, single case study, federal level research, and research without theoretical background are very high. These results are showing that main factors, logically supporting development of this academic field, are not working efficiently. In order to overcome the state of “stagnation” or “crisis”, it is necessary to solve the tasks such as active excavation and training of next generation of specialists, exploring new academic paradigm based on a long-term perspective, activation of the methodological discussions and debates within researchers, finding “Korean Way” of studying Russian politics through the comparison of experiences of South Korea and Russia.
