Abstract
This article is to study on the background and motives of China’s new security strategy. Furthermore, this study intends to find distinctive features which are involved in the new security strategy of Great China established in the 21st century’s new international environment. In short, the ollowing five issues will be dealt with in this study. First, China is moving from the resent economic development-centered diplomatic policy to the balanced development strategy in order to enhance its military powers as well as economic one, which means that the theory of security and development starts to gain its momentum. Second, the following three factors are gradually accelerating China’s modernization of national defense: US Missile Defense System, Taiwan’s increasing sentiment of independence, and Japan’s rearmament. However, the military power of China has not reached the level of ‘China Threat’ as the US has been worried so far. Third, China’s new concept of national security will function as a basic policy of security for the 21st century. Fourth, China will pursue the multi-polarization strategy and independent cooperation line including multilateralism and diplomatic policy of partnership & linkage against the selective congagement policy of America, in the 21st century. Finally, the study is to demonstrate that the stability and peace of the Northeast Asia will be guaranteed only when the US-China relation is based on the strategic partnership, rather than potentially strategic antagonism.
