Abstract
Since the late 1990s, the South Korean government has been very actively pursuing for an ‘FTA-expansion strategy’ to conclude FTAs with as many countries as possible. Regarding the South Korean FTA policies, this study addresses following questions: who are the main actors in the process of the FTA policy-making; what are the main problems in the process; and what would be the essential solution to the problems. The approach this study takes to the FTA policy-making process is the so-called ‘domestic political approach,’ which emphasizes the importance of such domestic factors as interest groups and political institutions. It is true that an FTA is a foreign economic policy, But it is also true that decision-making process and implications of an FTA policy is more likely domestic rather than foreign in its character. This is the main reason of choosing the domestic political approach. The most serious problem this approach finds out in the South Korean FTA policy-making process is the lack of institutional mechanisms which could check and restrain the government from playing alone and monopolizing the policy process. In particular, the problem of South Korean political parties' incompetency is very serious. They are not well performing their primary function, which is to link the society to the government. The essential solution suggested is to reform electoral rules and ‘structuralize' the party system in accordance with the ideology and/or the policy basis.
