'다케시마(竹島)의 날' 조례 제정에 대한 한국의 반응: 상응적 대응의 유효성과 딜레마

본 연구의 목적은 일본 시마네현(島根県)에서 제정한 '다케시마(竹島)의 날' 조례에 대한 한국의 반응이 어떠한 형태로 전개되고 있는가를 조명하는 것이다. 논쟁의 초점은 '상응적 대응(reciprocation)'이란 개념의 이해를 기반으로 영유권문제로 촉발된 한일갈등의 확산과정에서 '다케시마의 날' 조례 제정에 대한 한국의 반응을 설명하는 것이다. 이를 위해 본 연구는 한국의 중앙정부, 지방자치단체, 시민단체 차원에서의 상응적 대응을 살펴보고, 그 유효성과 딜레마를 논의한다. 2005년 3월 '다케시마의 날' 조례 제정에 대한 한국의 대응이 그 어느 때보다 강도 높게 이루어진 점은 한일관계에서 주목해야 할 점이다. 노무현 정부는 정부 차원에서 '대일 신독트린'을 발표했다. 이를 계기로 정부산하기관인 '동북아역사재단'이 출범하였고, 국회 내 독도에 대한 관심이 증대되면서 독도 수호를 위한 연구 활동이 진행되었다. 당시 시마네현과 긴밀한 우호관계를 맺고 있던 경상북도에서는 자매결연의 취소와 독도 전담기구를 개설하는 등 종합적인 독도 관리정책을 펼쳤다. 시민단체들의 규탄시위와 독도 수호를 위한 상응적 대응 역시 활발히 이루어졌다. 이와 같은 상응적 대응은 독도가 한국의 고유 영토라는 홍보를 위한 문화운동의 전개, 제도권 교육기관을 통한 영토 교육의 강화, 영토전략의 관리라고 하는 유효성을 발휘하고 있지만, 반면 반일감정을 기반으로 한 민족주의의 강화, 한일갈등의 중앙정부에서 지방자치단체로의 확산, 국제사회에서 분쟁지역화의 가능성 증대라고 하는 딜레마에 직면하고 있다.
Abstract
This paper is to investigate how Korea responded to the declaration of 'Takeshima Day', which was announced by the legislature of Shimane Prefecture in Japan, 2005. The Shimane Prefecture’s decision to declare 'Takeshima Day' sparked angry protests in Korea. The statement on February 23 by Takano Toshiyuki, Japan’s ambassador to Seoul, declaring that Japan retains sovereignty over the islets did not help the matter. Furthermore, the decision follows a series of other actions by Japan that has concerned its regional neighbors. For example, Japan’s educational history books distort its wartime history and refuse to provide an accurate account of the country’s expansionist and militant past; the latest controversy is over a junior high school history textbook; and the country’s top political leaders continue to visit the Yasukuni Shrine. A key finding of this paper is that the two countries have fundamentally different points of views in approaches method in terms of the sovereignty over Dokdo. Japan’s nationalist actions promoted Korea’s proactive reactions as a corresponding strategy over the declaration of 'Takeshima Day'. This enables Korea to shift its diplomatic policy from the existing passive strategy to the new proactive one. Korea's responses have been regarded as an alternative dispute resolution method for Dokdo. However, it means Dokdo becomes a territorial dispute region between Korea and Japan. The corresponding strategy has not only the efficiency but also the dilemma to develop an alternative resolution method in terms of Dokdo dispute. In this regard, we should not forget that the declaration of 'Takeshima Day' is not an isolated matter but the occurrence mechanism of bilateral historical relations disputes between Korea and Japan.
