Abstract
The study is designed to analyze the role of ideas and interests in the U.S. trade policy and to prospect the future direction of the Bush administration's second-term trade policy. In the less competitive industrial sectors such as steel industry, the lobby and pressure of domestic interests groups continues to play an important role in providing same protectionist measures, regardless of different administrations. However, in the competitive industrial sectors such as automobiles and aircraft industry, ideas are an important factor in producing different trade policies. The Clinton administration pursued an aggressive reciprocalism and fair trade policy based on the strategic trade ideas and economic nationalism. The Bush administration's trade policy, however, reflects less aggressive tenets of competitive liberalization, due to its aim to strengthen the U.S. leadership in world economy through the multilateral, bilateral and regional negotiations.
