Abstract

This essay attempts to clarify the nature of the East Asian international order through the conceptual framework of 'East Asian Grand Division.' Many analysts made efforts to understand the absence of a genuinely comprehensive multilateral institutions in East Asia, in contrast to what have been progressing in Europe over the last decades. In this essay, I tried to go one step further and analyse the existence of a divisive mechanism which amounts to ‘a grand division’ among the nations of the region, which includes the United States, along the seashore line to the east of Chinese mainland. This divisive structure originally stemmed from the historical process of wars and violent genocidal tragedies that took place from the late 19th century to the middle of the 20th century, mainly on the Asian continent. The structure assumed its ultimate form, however, when the historical elements were combined with the U.S.-Soviet Cold War rivalry into a congealed system of division. In clarifying the constitutive elements of the divisive regional system, the autonomy of the East Asian international order, the way it intertwined with the Cold War system, the import of the historico-psychological components of international relations, and the interactive dynamics between the system of grand division and the lesser level divisions on the Korean peninsula and on the Taiwan Straits are discussed. In particular, this essay pays substantial attention to the issue of why the grand division remained in place even after the end of the Cold War era. In the meanwhile, the geopolitical status of Korea in this grand system of division is conceptualized by 'a middle-roader.' For the purpose of attaining a conceptual road map to approach this very comprehensive issue, the essay starts from a critical discussion of Waltzian notion of international political structure.
