초록

본 논문의 목적은 중국의 지역 다자안보협력의 진전과 과정을 분석하는 것이다. 본 논문은 중국이 지역 다자안보 제도에 대해 서로 다른 정책을 취하는 원인을 분석하고 이러한 요인들이 어떻게 지역 다자안보에 대한 중국의 정책에 영향을 미치는지를 밝히는 것이다. 본 논문에서 위협 정도는 다자안보협력에 대한 중국의 접근(주동적 또는 수동적 참여)을 결정하며, 안보이익은 다자안보협력에 대한 중국의 적극적 또는 소극적 지지를 결정한다고 주장한다. 본 논문은 다음 4가지 유형의 사례를 검토한다. (A) 주동적극형으로 2001년 중국이 창건한 SCO, (B) 주동소극형으로 중국의 2005년 동아시아 정상회의에 대한 정책, (C) 피동적극형으로 2003년 중국이 참여한 6자회담과 1997년 이후 현재 ARF에 대한 중국의 정책, (D) 피동소극형으로 1994-1996년 중국의 ARF 정책이 그것이다.

Abstract

The purpose of this paper is to analyze the evolution and process of Chinese regional multilateral security cooperation. This paper attempts to analyze factors that cause China to have different approaches to different institutions and to uncover how these factors influence the nature of China’s participation. This article argues that threat levels help determine China’s approach toward participating in multilateral security cooperation (active or passive participation), and security interests help determine whether China offers strong or weak support for multilateral security cooperation. This paper discusses the four types shown below: (A) active participation and strong support: China’s establishment of the SCO in 2001; (B) active participation and weak support: China’s approach of East Asia Summit in 2005; (C) passive participation and strong support: China’s participation in the Six-party talks of 2003 and China’s policy toward ARF after 1997; (D) passive participation and weak support: China’s participation in ARF, 1994-1996.
