본고는 한국전쟁의 성격과 본질을 기존의 대립적 두 시각인 내전과 국제전이 아닌 세계내전으로 해석한다. 이를 위해 먼저 내전과 전쟁에 대한 초기 역사와 사상에서 출발, 중세와 근대의 전복과 지양을 포함하여, 현대 세계내전 이론이 등장할 때까지의 사유와 관념들을 간략히 검토한다. 전자에서는 폴리스 사례가 포함된다. 후자에는 투키디데스와 플라톤을 시작으로 키케로와 아우구스티누스, 홉스, 에라스무스를 거쳐 클라우제비츠와 레닌에 이르는, 전쟁(과 내전)에 대한 주요 이해들을 압축 소개한다. 세계내전에 대한 현대의 이론가들로는 칼 슈미트를 비롯해 에른스트 융거, 지그문트 노이만, 한나 아렌트, 아감벤, 하트와 네그리가 포함된다. 그 중 세계내전 개념과 이론을 정립한 가장 중요한 이론가는 레닌과 슈미트라고 할 수 있다. 고전적인 분류법, 즉 내전과 전쟁 어디에도 포함되지 않는, 세계 수준에서 계급·진영·이념 사이의 대표성과 정당성을 둘러싼 투쟁을 세계내전이라할 때 그것은 세계적 규모의 내전이라는 뜻이 아니라 세계와 자기(나라)를 동시에 누가 대표할 것이냐를 둘러싼 세계시민적 전쟁을 말한다. 당시 한국시민은 전형적인 세계시민이고 한국전쟁은 대표적인 세계전쟁이었다. 즉 사실과 개념에 비추어 한국전쟁은 내전도 국제전도 아니었다. 한국전쟁은 둘 중 어느 하나가 아니라 둘과는 전혀 다른 세계내전이었다. 그것은 국제전화한 내전도 내전화한 국제전도 아니었다. 세계의 대결은 이곳에 들어와 한국인들 가운데 발현되었고, 한국의 대결은 세계로 나아가 하나의 표상으로 작용하였다. 세계자유주의 대 세계급진주의, 미국 대 소련, 남한 대 북한, 우파 대 좌파 층위들이 장소와 공간으로서가 아니라 관념과 의식으로서 각각 하나로 응축된 대결이었던 것이다.
Abstract
This paper aims, quite differently from the existing two interpretations, to interpret the nature and characteristics of the Koran War as a global civil war(Weltbürgerkrieg), neither a civil war nor an international war. Thus, it introduces the initial beginning of the two different, or opposite views and kinds of the armed struggle – stasis and polemos. Also, it introduced the various theories of this topic including from Thucydides and Plato, Cicero, Augustine, Hobbes, Erasmus, Clausewitz to Lenin. The contemporary theorists such as Carl Schmitt, Hannah Arendt, Sigmund Neumann, Ernst Jünger, Agamben, and Hardt and Negri. Among them, as far as concerned about the theory of a global civil war, Lenin and Schmitt are most important. To sum up, the Korean War is essentially beyond the dichotomy. It should not be included into the traditional definitions and categories of the civil war and international war. Rather, it is a typical global civil war in which who should represent and dominate the whole world and Korea as well simultaneously, through (the victory, or defeat of) the Korean War. Of course, to the both sides altogether, the two different dimensions are not separate at all. It is de facto an integrated one. Here, the issue of space and place, the ethnicity and race do not matter for both sides and parties of Korea and the world. Instead, their global citizenry, consciousness and norm, ideology, and like-minded mentality truly matter. That is to say, to be same or to be opposite is most crucial. not on the level of territory and ethnicity, but on the level of common or universal value and criteria.
