본 연구는 해상풍력 개발을 둘러싼 공공갈등 해결에 있어 행동경제학적 접근의 유효성을 탐색하였다. 행태실험을 통해 정책프레이밍, 체험적 경험, 정보 제공, 인센티브 설계 등 행동경제학 기반 정책수단에 대한 주민 선호도를 분석하고, 지역·직업·유사 갈등 경험에 따른 집단별 차이를 비교하여 맞춤형 정책 개입 방안을 모색하였다. 분석 결과, 환경주의 프레임이 가장 높은 선호도를 보였으며, 체험적 경험과 정보 제공이 인식 전환에 효과적이었다. 반면 인센티브 설계는 지역별 맥락을 고려한 차별화가 필요하였다. 군집별 비교·분석 결과, 어업인은 경제적 요인을, 비어업인은 환경가치와 절차적 투명성을 중시하였다. 또한 과거 국가주도사업 비경험 집단의 수용성이 낮아 소통과 신뢰 구축이 중요한 과제로 제기되었다. 본 연구는 해상풍력이라는 구체적 정책현안에 행동경제학적 처방을 적용하여 공공갈등 관리 방안을 제시하였다는 점에서 의의를 갖는다. 향후 이해당사자별 맞춤형 행동개입 전략 수립에 기여할 것으로 기대되나, 보다 일반화된 행동경제학 기반 공공갈등관리 모델 도출을 위해서는 추가 연구가 필요할 것으로 보인다.
Abstract
This study explores the potential of behavioral economics in resolving public conflicts related to offshore wind power development. An experimental survey assessed residents' preferences for policy measures based on principles of behavioral economics, while also examining differences across regions, occupations, and instances of similar public discourse. The results indicate that framing environmental policy and incorporating experiential learning effectively enhance policy acceptance. However, incentive design strategies should be differentiated based on regional contexts. Comparisons across regions reveal that fishing communities prioritize economic factors, while non-fishing residents emphasize environmental values and procedural transparency. Groups without prior experience in government-led projects showed lower acceptance, highlighting the importance of communication and trust-building. This study contributes to the discourse by applying behavioral economics to offshore wind power development. The findings offer insights for formulating stakeholder-specific intervention strategies. However, further research is necessary to derive a more generalizable model for managing public conflicts, and institutional discussions are essential to integrate behavioral economics into policy processes.
