Abstract
This study examines ambiguitues in the legal definitions of “fishing” and “fisheries industry” in Korea and proposes concrete policy directions for reform. At present, these definitions vary across core statutes such as the Fisheries Act and the Framework Act on the Development of the Fisheries and Fishing Villages, leading to potential inconsistencies in policy application and interpretation. Existing legal frameworks also fall short in reflecting rapid advancements in technology and the increasing convergence of related industries. Additionally, abnormal climate patterns and economic fluctuations are having a growing impact on fishing operations and incomes, reinforcing the need to revise the criteria used to identify and support fishers. The study further underscores the imperative of establishing legal recognition and institutional support for emerging sectors, notably seafood tech. In conclusion, the research emphasizes the importance of enhancing legal consistency and inter-policy coherence while advocating for a more comprehensive and future-oriented approach to support the sustainable development of Korea’s fisheries sector.
