Abstract
This study applies modern portfolio theory to optimize the income structure of Korean fishing households under risk constraints. Using data from the Fisheries Household Economy Survey (2018–2022), Roy’s Safety-First criterion and Markowitz’s mean–variance model were integrated to derive stable and efficient portfolio strategies. The results show that both capture fisheries and aquaculture—the primary sources of fishing income—exhibit high volatility and relatively low risk-adjusted returns. In contrast, non-fishing income sources, such as processing, retail, lodging, and agriculture, enhance portfolio stability through their negative or low correlations with core fishing income. Portfolios with low dependence on core fishing income (10–30%) achieved substantial risk reduction, whereas those with higher core-income ratios increased concentration risk. These findings highlight that long-term income stability for fishing households depends on managing covariance across diversified income sources rather than expanding a single fishing sector, underscoring the policy need for diversification and risk-based income management systems.
