본 연구는 서울시 지방재정 투자심사 의사결정 과정에서 주요하게 논의되는 판단기준을 파악하기 위해 토픽모델링 기법의 하나인 sLDA(supervised latent Dirichlet allocation)를 활용하여 주요 토픽을 도출한다. 분석결과 도출된 토픽은 7개로 조건부 통과의견 5개(안전 및 민원대책 수립, 운영계획 보완, 사업비 적정성 검토, 2단계 심사 및 중기지방재정계획 반영, 사업 시기 조정 및 대상지 여건 고려), 미통과 의견 2개(사업 지원기준 검토, 사업계획 종합 재검토)로 분류되었다. 해당 토픽을 ‘사업 및 운영계획’, ‘재원조달’, ‘행정절차’의 3가지 유형으로 심사의견을 체계화하였다. 심사결과를 예측한 모델의 성능을 평가한 결과 정확도 87.3%, F1-score 92.1%로 우수한 성능을 보여 추출된 토픽이 심사결과를 효과적으로 설명할 수 있음을 보여주었다. 본 연구에서는 심사의견이 내포하는 의미를 정량적으로 분석하는 방법인 sLDA를 활용하여 실제 조건부 통과와 미통과 사례들의 주요 토픽을 체계적으로 규명하였다는 점에서 의의가 있다. 특히 sLDA 활용을 통해 주어진 응답변수(심사결과)를 고려해 토픽을 도출하여 결과 예측과 해석 가능성을 모두 확보하였다는 점은 기존 연구와 차별화되는 부분이다. 또한, 심사의견과 관련된 핵심 논점을 데이터 기반으로 구조화하여 기존의 정성적 접근과 비교할 때 객관성과 일관성을 확보하였다는 점에서도 의의가 있다. 본 연구의 결과는 실무담당자들의 원활한 투자사업 추진을 위한 사업계획 수립 및 의뢰서 작성 업무 등을 지원할 수 있다는 점에서도 실무적 의의를 갖는다.
Abstract
This study applies supervised latent Dirichlet allocation (sLDA) to identify key criteria in Seoul’s local financial investment review process. Seven topics were derived: five related to conditional approval (safety and complaint measures, operational plan improvements, budget feasibility, second-stage reviews, and project timing adjustments), and two related to non-approval (project support criteria and comprehensive plan reassessment). These topics were classified into three categories: “Project and Operational Plans,” “Financial Procurement,” and “Administrative Procedures.” The predictive model demonstrated high accuracy (87.3%) and an F1 score of 92.1%, confirming that the identified topics effectively explain review outcomes. This study systematically identifies key factors in conditional approvals and non-approvals using sLDA, which quantitatively analyzes implicit meanings in review opinions. By incorporating the response variable, this study ensures both predictive power and interpretability, distinguishing it from prior research. Moreover, structuring review discussion points based on data enhances objectivity and consistency compared to traditional qualitative approaches. The findings offer practical implications for practitioners engaged in investment project management, planning, and proposal development.
