인간 오류와 안전에 대한 심리학적 조망

대규모 시스템을 기반으로 하는 현대 사회에서 사고로 인한 재난의 규모는 날로 커져 가고 있다. 여기에서 사고의 원인을 시스템에서 찾는지 인간에게서 찾는지는 해묵은 논쟁이다. 본고에서는 첫째로 안전사고에서 인간 오류의 판정에 관여하는 심리적 요인들을 귀인과 편중을 중심으로 살펴보았다. 둘째로 인간 오류의 유형들을 실수, 과실, 상황 착각, 규칙위반, 오판 등으로 분류하고, 각각의 심리학적 특성들을 논의하였다. 그리고 인간 행위의 여러 단계에서 인간 오류에 개입하는 심리과정들을 논의하였다. 인간 오류의 이해는 안전 대책의 수립에 여러 가지 함축을 제시한다. 그러므로 셋째로 안전의 제고를 위해서 유의해야 할 측면들을 안전디자인, 과제 구조와 직무 구조, 행동 수행, 안전 지식의 훈련, 태도와 규범으로 나누어 논의하였다. 안전은 사고의 원인을 올바르게 파악하는 데에서부터 출발한다. 사고의 원인으로 인간 희생양을 찾는 대신에, 인간 오류의 특성을 이해하고 안전을 제고하는 효과적인 대책을 강화하는 것이 필요하다.
Abstract
Based on a multitude of large-scaled systems, the modern society has increasingly suffered disasters caused by safety accidents. There has been a long standing debate as to whether systems or humans are more responsible for those accidents. First of all, this article discusses psychological factors involved in investigating human errors in safety accidents, revolving on attribution and bias in judgement. Next, the article classifies human errors into five subgroups: slips, lapses, situation mistakes, rule violations, and misjudgments. In addition the article describes the psychological characteristic that is involved with each subgroup and the psychological processes involved in human errors are considered in relation to the stages of human actions. Understanding human errors provides many implications on the enhancement of safety; therefore the article suggests significant points concerning the enhancement of safety in five subcategories: safety design, task structures, increasing safety behaviors, safety knowledge and training, and attitudes and norms. Because safety enhancement starts with correctly identifying causes of accidents, instead of making human scapegoats as the responsible for accidents, it is necessary to understand characteristics of human errors and to strengthen effective measures for safety.
