초록

Since the Irish rejection of the Lisbon Treaty in June 2008, the EU member states have been trying to find a solution to get over the institutional and political crisis, and Ireland finally agreed to hold a second referendum on the basis of concessions assured by the EU leaders at the December 2008 European Council. The negative result in Irish referendum demonstrates that there exist persistent public concerns on the lack of legitimacy of the EU. This again reveals that the EU institutions have the important tasks to improve their communication with the European citizens. In this regard, the Irish ratification of the Lisbon Treaty will provide a renewed momentum for the future European integration. Therefore, if Ireland fails to make the best use of current opportunities, the EU may lose important momentum to sort out the institutional and structural problems of the EU.
