본 논문은 진화하고 있는 EU의 중소기업 지원 프로그램을 분석하여 EU의 경험이 우리에게 주는 시사점을 도출하는 데 있다. EU의 중소기업정책은 1983년 EC위원회와 유럽의회에서 중소기업 육성을 위한 ‘유럽중소기업과 수공업을 위한 해’가 발표되면서부터 시작되었다. 유럽 각국의 심각한 실업문제를 해결하기 위한 대안으로서의 선택이 중소기업에 의한 고용 창출이었다. 그러나 2000년대를 준비하면서, EU는 중소기업이 갖는 유연성이 유럽경제에 활력을 높일 수 있는 중소기업의 새로운 기능과 중요성을 인식하게 되었다. 특히 마스트리트 조약 이후, EU집행위원회는 중소기업을 모든 공동체 정책의 전면에 내세우는 ‘리스본 아젠다(Lisbon Agenda)’라는 큰 틀을 만들어 ‘다년간계획(MAP)’을 중심으로 지원정책을 체계화시키고 중소기업에 바람직한 제도와 사업 환경을 구축하였다. 2005년 초, EU 집행위원회는 리스본 전략을 대폭 수정하여 고용과 연구개발 그리고 경제성장에 초점을 맞춘 신 리스본 전략이 제시 되었다. 또한 다년간계획은 리스본 전략의 목표를 달성하기 위해 EU 중소기업법(SBA)의 발효와 유럽투자기금(EIF)을 중심으로 중소기업 금융지원을 위한 일관된 정책들을 추진하고 있다. 신규 사업에 대한 금융지원을 목적으로 중소기업보증기금(SMEG) 지원은 고용 창출을 유도하며, 구조화투자기금(SIF)은 신기술 분야에서 급성장하는 기술집약형 중소기업 및 혁신형 중소기업이 주된 지원 대상이다. EU의 중소기업지원 프로그램으로부터 우리가 얻을 수 있는 시사점은 기업가정신에 관한 Action Plan, 대기업과 중소기업 간의 적극적인 역할 분담 및 지역 경제를 균형 발전시킨다는 것 등을 지적할 수 있다. 특히 유럽중소기업헌장 채택과 기업가정신 및 혁신을 지원하는 프로그램들은 중소기업을 통한 EU 경제성장의 최우선 정책수단이다.
Abstract
This paper surveys the EU's evolving programmes designed to assist Small and Medium-sized Enterprises (SMEs). The origin of the EU's SME policy can be dated back to the year 1983 when the EC and the European Parliament launched jointly the European Year of Small and Medium-Sized Enterprises and Craft Industry. It was aimed at overcoming the perennial and worsening problems of unemployment in many European countries by facilitating the growth of SMEs. In the 1990s, the EU perceived that the flexibility of SMEs would vitalize European economies especially in the light of the coming of the new millennium. After the signing of the Maastricht Treaty in the early 1990s, the European Commission introduced the Lisbon Agenda in which SMEs were given the highest priority among various Community policies. Against this background, the EU refined the Multi Annual Programme designed to provide SMEs with favourable conditions for business activities. The Programme included various plans for the assistance of European SMEs in coherent ways and some measures for legal and institutional readjustment. In early 2005, the European Commission proposed the New Lisbon Strategy in place of the Lisbon Strategy the main emphasis of which was placed on employment, Research and Development (R&D) and economic development. The EU appears to have pursued a consistent policy in order to achieve the goals of the Lisbon Strategy by implementing the Multi Annual Programme and offering financial assistance to the SMEs through the European Investment Fund (EIF). SME Guarantee Facility (SMEG) is aimed at facilitating the creation of new jobs by providing financial support to new SME businesses, while Structured Investment Fund (SIF) focuses on technology-intensive and innovative SMEs in the field of new technologies. Many lessons can be drawn from the EU's SME assistance programmes such as Action Plans for the promotion of entrepreneurships, SME's adaptation to Basel-II, effective division of labour between big enterprises and SMEs and a balanced development of regional economies, etc.
