Serious problems arose in the accession negotiation with Romania and Bulgaria. Many of theses problems remains unsolved until now. Before the bid to the EU accession, Romania and Bulgaria have tried to build the another regional building through the BSEC. Romania and Bulgaria's economic and political laggardness sparked the worries of the existing member-states in these accession negotiation. It result in the special situation that the EU Commission has been reporting under the Cooperation and Verification Mechanism every 6 months on progress of reform in these countries since their accession to the EU. However, remaining problems in Romania and Bulgaria even after their accession to the EU, it will have negative impact on the future EU enlargement. The EU will be reluctant to accelerate to their enlargement.
