Abstract
This article starts with the question of why Sweden's response has been successful in the face of low fertility and aging trends, which are becoming a major challenge to be overcome globally for social stability and sustainable development. Based on the existing interpretation that the universal cause of the declining fertility rate in the present era is that it is difficult for women to reconcile work-life balance, this study has focused on social policy for balancing work and family life. The factors that enable women to balance work and family life include institutional -such as employment, child-care environment, social security law and related institutions and policies- and social & cultural factor that is changes in social perspective on roles in women's work and family. The institutional factors had an independent effect. The social and cultural factors, meanwhile, is a prerequisite for the success of the policies for balancing work-family life because policies and institutions gradually influenced and the social perspective changed. Policies for balancing work and family life were successful in terms of the quantitative aspects such as rising of female employment rate, overcoming low birth rate -increasing in fertility rate-, increasing of father’s participation in child care. However there still exists a gender gap within the labor market and also remain inequalities by the skill and education level among women workers in terms of employment opportunity and the length of employment.
