영국의 외국인 투자 지원체제에 관한 연구

본 연구는 주요 선진국가들 가운데 외국인 투자유치에 가장 성공한 나라로 평가받는 영국의 외국인투자 지원체제를 분석함으로써, 우리나라 투자지원체제의 개선방향을 모색하는데 그 목적을 두고 있다. 특히 본 연구는 외국인투자 지원체제의 핵심적인 두 분야, 즉 외국인투자 유치전담조직과 투자인센티브를 분석하는데 중점을 두었다. 영국에서는 i) 유치 관련기관( 중앙 부처, 각 지방정부, 중앙 각 지방의 유치전담조직, 해외 유치조직 등)간에 유기적인 업무협력 네트워크의 구축, ii) 효율적인 One-Stop Service 지원제도의 운영 iii) 각 지방정부의 유치활동강화와 지방정부간의 경쟁분위기 조성 iv) 현금지원금(cash grants) 등 투자인센티브 지원의 확대 v) 외자유치와 지역개발의 연계 등을 통해 외국인 투자유치에 총력을 기울이고 있다. 이러한 영국의 사례는 우리나라 외국인 투자지원체제의 개선에 중요한 시사점을 제공할 수 있다고 생각된다.
Abstract
This study has examined the supporting system for attracting 'Foreign Direct Investment'(FDI) in the United Kingdom, with the view of finding some useful suggestions for promoting FDI in Korea. The results of the study are as follows: First of all, it is important to maintain a consolidated network system among 'Investment Promotion Agencies'(IPA) including IPA of a central government and those of local governments. Secondly, the 'One-stop service system' should be operated by IPAs. This system aims to support the total service for foreign investors and to meet the foreign investors' every needs as a one-stop window. Thirdly, the role of local governments in inducing foreign investments has to be expanded. Especially, the autonomy of local governments concerning incentives needs to be further enhanced. Finally, incentives for foreign investments need to be increased. It is recommended to provide foreign investors with cash grants for various purposes, such as employment, regional development, land and building, training and education, and R. & D. etc. In particular, incentives need to be linked to the effect of jobs creation and to the effect of regional development.
