최근 유럽에서는 사회모델의 개혁이 지속가능한 성장을 위해 필수적이라는 인식이 확산되고 있다. 이글은 정치사회변화를 염두에 두면서 유럽사회가 안고 있는 과제인 사회모델의 의미와 변화 그리고 그 전망을 조명하고자 했다. 사피르의 유럽사회모델론에서 제기하는 네 가지 모델을 분석하면서 성장동력을 진작시키기 위한 방법을 제시하였다. 효율성을 제고하면서 기존의 가치인 형평을 유지해나가는 전략이 유럽사회모델의 핵심적 내용이다. 복지 의존적 문화를 가지고 있는 유럽인들에게 세계화와 신자유주의 그리고 유연성의 요구는 고통스러운 것이며 노동시장과 사회정책을 개선하는 과정에서 적지 않은 마찰도 예상된다. 그러나 성장을 통한 고용의 창출과 고용을 통한 빈곤의 개선은 여전히 유효하며, 장기적 형평을 보장할 수 있는 방법이다.
Abstract
European Social Model has been a success story in the 20th century. But as globalization is intensifying, its usefulness is questioned by many critics. In fact welfare dependent culture of the Europeans hindered in introducing necessary reforms ascribed by the Lisbon Agenda. This paper wants to clarify merits and weak points of the four social models in Europe, presented by Andr Sapir and to present a method for maintenance of the long term sustainable development. Throughout the research, we have known that further reforms are needed for Europe to be competitive in the global arena. What Neo-Liberalism and flexibility demand are painful to the Europeans and there will be some conflicts in reforming labor market and social policy. It is still valid that creation of jobs through growth and improvement of poverty through employment is a must and a remedy for long term equity for European society. In conclusion Europe is facing a new challenge after the half century history of European integration. It is possible to win over the challenge in advancing reforms in social dimension and in doing so stable welfare will be secured. Solutions lie not only in the dimension of individual Member State but also from the European level using multi-level governance and logic of Europeanization.
