민주화 이후 스페인 정당 체제 변화: 파편화 양당제의 형성과 해체

스페인 정당 체제는 비례 대표제임에도 불구하고 민주화 직후를 제외하면 대개 파편화 양당제를 유지해왔다. 구조적 측면에서 이것은 복잡한 종족 및 언어 구성에 따른 지역주의 균열과 넓지만 구심성 강한 이념 스펙트럼에 따른 이념 균열에 기인한다. 여기에 양대 정당을 포함하는 선거 연합 정치가 양당제를 공고화하는 행위자 요인으로 결합했다. 그런데 2015/16년 총선을 계기로 스페인 정당 체제는 다당제로 재편되는 추세를 보이고 있다. 이 다당제 경향은 정부 정책에 대한 실망의 결과인 정치/정당 혐오증과 새로운 연합 정치라는 행위자 요인의 결과다. 하지만 이념 균열과 지역주의 균열이라는 구조적 요인이 바뀌지 않은 상태여서 이 경향이 공고화되리라고 판단하기는 어렵다. 이 추세를 올바로 전망하기 위해서는 향후 정부 정책의 성패 여부와 구조 요인의 변화를 주시할 필요가 있다.
Abstract
The Spanish party system had been a fragmented bipartism for ca. 20 years except several years after democratization despite of proportional representation system. In the structural aspect, the fragmented bipartism is caused not only by regional cleavage based on complex structure of ethny and language but also by ideological cleavage based on a wide centripetal spectrum. And in the aspect of actor, it had been consolidated through the politics of electoral coalition including both great parties. However, the spanish party system tends to be realigned to a multi-party system in the 2015/16 general elections. The tendency results from the factor of actor as new coalition politics of political parties and politics/party aversion of voters which stems from their disappointment at governmental policies. But it is difficult to expect its consolidation because the structural factors as regional and ideological cleavages have not changed. In order to correctly predict the tendency, we need to observe the results of governmental policies and the changes of structural factors.
