다문화사회로 변화되어 가는 한국의 현실에서 이주민에 대한 지역통합을 위한 대책이 요구된다. 본 연구는 이러한 배경 하에 우리와 유사하게 혈통주의적 전통을 지닌 독일의 베를린시 통합정책을 중심으로 시사점을 찾고자 하였다. 이주민 중 최대 규모이자 이질성이 강한 이슬람 집단과의 협의체인 이슬람 포럼을 통해 살펴본 베를린의 통합정책의 핵심은 지자체, 시민사회, 이주자등의 다양한 행위자들로 구성된 지역 통합거버넌스를 중심으로 그들의 정체성을 인정하면서 조화와 발전을 추구하는 것이다. 특히 문화적 다름을 인정하면서 민주적 합의를 위한 지난한 과정에 그 의미가 있다. 한국 또한 다양한 행위자들을 중심으로 이주민의 정체성을 인정하면서도 우리사회에 통합될 수 있도록 이들 이주민들과의 지속적인 대화를 통해 민주적 합의를 도출하는 지역 통합거버넌스를 구축할 필요가 있다.
Abstract
South Korea is becoming increasingly multicultural. For this reason measures for social integration of immigrants are needed. This study seeks to find implications for the integration policy of Germany, especially Islamic Forum in Berlin. The core of Berlin's integration policy, which has been examined through the Islamic Forum, is harmony and development. To this end, the identity of immigrants is acknowledged mainly through regional integrated governance, which consists of various actors such as local governments, civil society, and immigrants. It is especially meaningful in the process of democratic consensus while recognizing cultural differences. In this regard, South Korean society should also establish regional integration governance for democratic consensus through continuous dialogue with immigrants so that they can be integrated into the Korean society while recognizing the identity of immigrants centering on various actors.
