스페인 카탈루냐 자치정부는 2017년 중앙정부의 반대에도 불구하고 독립투표를 실시했고 결과는 43% 투표율에 81%가 찬성하는 것으로 나타났다. 이어 자치정부 독립을선언함으로써 스페인 정부는 카탈루냐 의회를 해산하고 자치권을 박탈함과 동시에 직접통치를 선언했다. 이 연구는 유럽 국가 중 상대적으로 지방분권화 정도가 높은 것으로알려진 카탈루냐 지역이 일련의 위험을 감수하며 독립을 주장하는 원인을 규명하고자한다. 특히 호네트의 인정의 정치 개념을 적용하여 독립 요구의 장⋅단기적 국내⋅국제적 요인들을 분석한다. 2010년 헌법재판소의 카탈루냐 자치법령개정안에 대한 일부 위법 판결이 독립요구사태를 이끈 직접적 계기였다면, 카탈루냐 지역이 부여받은 자치권한에 대한 상대적 차별 인식이 인정의 정치를 위한 투쟁으로 이어진 것이라 본다.
Abstract
A spanish autonomous region, Catalonia voted in a disputed independence referendum on the 1st of October 2018 that was ruled illegal by the Spanish Constitutional Court and met with police violence. The result was 81% voted for independence, but turnout was 43%. Following the declaration of the independence of the autonomous government, the Spanish government dissolved the Catalan parliament and deprived the autonomy of Catalonia and declared direct rule over the region. This study attempts to identify the causes of the claim of independence in the Catalan region, which is known to have a relatively high level of decentralization among European countries, taking a series of risks. In particular, applying Axel Honneth's ‘politics of recognition’, it analyzes the long and short term domestic and international factors for the independence. If the decision of the Constitutional Court on the amendment of the Catalan Autonomy Law in 2010 was a direct trigger of the independent demands, the perception of relative discrimination against the autonomous entitlements granted to the Catalan region led to a struggle for the politics of recognition.
