Abstract

This research is purposed to analyze the Norwegian Sleipner Carbon Capture and Storage project and, subsequently, to identify the challenges and to suggest approaches to the challenges so that it provides the South Korean Government with lessons for the government’s policy for the management of carbon capture and storage facilities in the future. The Norwegian Project captured carbon dioxide using amine carbon scrubbing method and transported the captured carbon by pipeline. And it injected the captured carbon into aquifer and stored it there underneath the sea floor. This project has stored 20 Million tons of carbon dioxide in the aquifer since it began operating. And it is estimated to store additional 600 billion tons of carbon dioxide showing its effective result. However, there is always the possibility of carbon dioxide leakage in carbon capture and storage facility which raises the concern. But, cover rock of the storage and use of internal formation water in the storage can lower the possibility of the leakage to some amount by lowering the pressure inside. And the Norwegian Petroleum Law stipulates just direction for management of monitoring for large scale carbon capture and storage facility, So, it seems to be necessary for the law to add more detailed content regarding monitoring plan for the facility. And the European Union Carbon Capture and Storage Directive imposes excessive responsibility on operator of the carbon capture and storage facility after it is closed. So, at least, the 20 year obligatory management period should be shortened until the legal right to the operation is to be shifted. On top of the elements to be improved, as the carbon capture and storage project requires considerable amount of investment to start, it seems to be necessary and sufficient condition for the Norwegian government to establish a fund and run it to accelerate commercialization of carbon capture and storage as financial aid. The South Korean government has officially announced the encouragement and assertive support for carbon capture and storage technology to realize carbon neutrality by the year of 2050. However, as the Regulation of Waste Management Implementation is applied to the management of carbon capture and storage with a perspective of considering carbon as waste. the South Korean Government needs to establish an exclusive law only for carbon capture and storage facility with comprehensive elements covering from selection of the site to the operation and management of the carbon capture and storage
