초록

Purpose : This study aims to analyze the priorities among the four strategic objectives in the Korean medicine promotion and development vision system proposed in previous research, in order to identify key initiatives that should be prioritized for the future promotion and development of Korean medicine. Methods : The Analytic Hierarchy Process (AHP), a hierarchical decision support model, was employed to gather opinions from the Korean medicine community and derive priorities regarding the proposed Korean medicine promotion and development vision system. Twelve experts from industry, academia, and research institutes were selected as survey respondents based on their sufficient knowledge of Korean medicine policy and objectivity in evaluating projects. Results : The comprehensive priority evaluation of all implementation tasks revealed that 5 out of the top 10 tasks belonged to the public accessibility domain. “Enhancing Patient Accessibility through Expanding Korean Medicine Coverage” emerged as the highest priority task, followed by “Establishing a Life-Cycle-Based Korean Medicine Health Care Management System.” This suggests the necessity of establishing public accessibility as a core pillar in future Korean medicine promotion and development strategies, and formulating action plans and allocating policy resources based on this foundation. However, the third priority was identified as “Establishment of a Big Data Hub and Utilization System for Korean Medicine Clinical Information,” a sub-project under the future-oriented category. This result appears to reflect the perceived urgency among stakeholders and the anticipated ripple effects on the overall Korean Medicine industry, driven by the accelerating global digital transformation of healthcare. Conclusion : Future Korean medicine promotion and development strategies should prioritize public accessibility when formulating action plans and allocating policy resources. When establishing Korean medicine policies, it will be important to develop balanced strategies that encompass both public policies with high public awareness alongside securing industrial growth potential and future responsiveness. These insights are expected to inform the formulation of the 5th Korean Medicine Promotion and Development Comprehensive Plan, particularly in shaping strategic directions and allocating policy resources based on future priority areas.
