중소기업의 컨설팅 지원 프로그램(CAP)과 만족요인간의 관계를 실증적으로 연구를 한 본 논문은 정부지원 컨설팅을 수혜한 중소기업과 정부가 지원하지 않은 컨설팅(사기업 컨설팅 포함)을 수혜한 중소기업과는 과연 어떤 차이가 존재할까라는 질문으로 시작했다. 정부의 자원은 국민의 세금으로 공급이 되는 바 정부지원 컨설팅 프로그램과 기업의 실제 비용을 지출하는 비정부 컨설팅 프로그램을 비교한 궁극적 이유는 정부자원 활용의 극대화를 위한 노력과 중소기업의 실질적 혜택이란 측면에서 본 연구를 하게 되었다. 특히, 외국 중에서 선진국의 사례를 통해 컨설팅 프로그램에 대한 창업자나 관리자의 만족도와 기업의 성과를 비교했다. 정부지원이든지 아니든지 창업자나 관리자들은 컨설팅 프로그램의 지원에 대해서는 만족스러워 하며 사업에는 긍정적으로 도움이 된다고 인지한다. 다만, 두 프로그램의 중소기업의 성과에 대한 영향은 미미한 것으로 증명되었다.
Abstract
Various articles have been written since the late 1980s focusing on the evaluation of small business consulting assistance programs(CAPs) in the entrepreneur's perspective. However, the empirical research are so limited in this issue although small business firms are getting better support than ever before. Thus, this study focused on investigating empirically small business assistance programs between government or non-government sponsored consulting assistance programs. The paper also analyzed the differences of satisfaction of these two programs and their consulting impact on small business performance as perceived by entrepreneurs/managers. Business managers/entrepreneurs were satisfied with the consulting services they received and they indicated that both of these services had a positive impact on their business. However, there were no significant differences existed between the two programs.
