이 논문은 그 제목을 ‘북한의 도서관법에 관한 고찰’이라고 정하였다. 통일과정에서 어떠한 문제가 발생할 것인지를 현재의 시점에서 정확하게 예측할 수는 없다. 그러나 그것이 사회질서를 규율하는 법 제도라고 한다면 불합리한 결과가 발생되지 않도록 그 위험성을 최소화할 수 있는 방법이 모색되어야 한다. 이와 관련하여 북한의 도서관법은 1998년 1월 21일에 제정된 이후에 1999년 1월 14일에 수정되었다. 본고는 수정된 북한의 도서관법의 주요내용을 검토하면서 대한민국의 도서관법과 어떠한 점에서 차이가 있는지에 관하여 비교 및 분석함으로서 북한 도서관법의 문제점과 법제통합에 있어서의 고려요소에 관하여 검토한 것이다.
Abstract
The title of this thesis is “A Study on Library Law in North Korea”. It would be difficult at the present moment to predict exactly what problems may arise in the future. However, there should be efforts to find solutions for problems related to regulation of public order so that the risk of causing unreasonable consequences can be minimized. Library Law in North Korea is enacted on January 21, 1998 and This Law is amended on January 14, 1999. by political power in North Korea. Especially, I explained about the main contents of Library Law in North Korea enacted on January 14, 1999. and dealt with the important contents of the laws and suggested the problems and improvements of Library Law in North Korea and South Korea by compraing, analyzing and examining.
