Abstract
The best device decentralizing Korean presidential power is to revise the constitutional law to parliamentary system or two-government system(responsible prime minister system). The second device is to make practical application the parliamentary factors to the presidential government administration. Especially, the Prime Minister should be given the practical recommendation power for government ministers and the practical supervision power of the domestic affairs with the exception of the foreign and defense affairs. The President takes charge of the foreign and defense affairs and the Prime Minister should share the government responsibility with the President. In order to do this, the President should put a lot of presidential responsibilities under the Prime Minister's and trust the Prime Minister with the related presidential power.
