저소득층일수록 보수정당을 지지하는가? :한국에서 계층별 정당 지지와 정책 태도, 2003∼2012

이 연구는 한국정치에서 소득계층별 정당지지 성향과 그 추이, 또 계층별로 이념과 가치, 정책태도가 정당 지지에 미치는 영향을 분석한다. 한국사회에서 저소득층은 그들의 이익을 보다 적극적으로 대변하려 하는 정당과 정책을 지지해 왔는가? 진보/보수 차이와 대북 태도 등 이념 문제는 다른 계층보다 저소득층의 정치적 선택에 더 큰 영향을 미쳤는가? 저소득층은 불평등 완화 정책에 대해 어떤 태도를 갖고 있었으며, 그 태도는 그들의 정치성향에 얼마나 영향을 미쳤는가? 이논문은 ‘한국종합사회조사’ 2003∼2012년 자료와 선거관리위원회 유권자조사자료를 사용하여 위의 질문을 탐구했다. 분석결과는 첫째, 저소득층이 보수 정당을 더 지지하며 빠르게 보수화해 온 것은 맞지만 연령 효과를 통제하면 소득계층에 따른 보수화 효과는 사라졌다. 특히 주관적 계층의식으로 분류하면, 하층의식을 가진 집단은 연령 변수를 통제하면 상당한 계급적 정치성향을 보이기도 했다. 둘째, 저소득층의 경우 중·상위소득층보다 주관적 이념성향이 더 보수적이고 대북 인식에서도 보수적이지만, 이념성향이나 대북관과 보수정당 지지 간의 연관성은 오히려 고소득층에서 높았다. 끝으로 복지정책에 대한 태도와 정당지지 간의 연관성은 중간소득층에서 가장 높았고, 반대로 하층의식 계층은 사회경제적정책이슈에서 더 진보적인 성향을 갖고 있었지만 그것은 중도·진보 정당에 대한 지지로 이어지지 않았다. 전체적으로 한국에서 저소득층의 정치성향은 보수와 중도·진보 중 어느 방향으로도 분명히 기울어져 있지 않으며, 세대 균열이나 중도·진보 정당의 역량 문제 등과 맞물려 변동하는 것으로 보인다. 계급정치의 사회적 토대는 아직까지 유동적이며, 계급균열의 정치화 여부는 많은 부분 정당과사회조직의 역량에 달려 있다고 전망한다.

Abstract

This study is about party identification and class voting by income stratumand is to show how ideology, value, and policy attitude affects on them. Does the low income group support the party and policies to represent theireconomic interests over the last decade? Do political ideology and attitudesto the North Korea have more effects on their political choices? How dothey respond to policies to reduce inequality? How much do the policies affectstheir political choices? We are to answer the aforesaid research questionsempirically by using the Korean General Social Survey(2003-2012) andthe Voter Survey of the National Election Committee. The AnalyticalResults are as follows. First, the inclination of low-income group to supportconservative party has been higher, but disappear if controlling for age. Particularly, the subjective affiliation to lower class has the effects of supportingcentrist-progressive party if controlling for age. Second, the effectsof political ideology and attitude to the North Korea on voting behavior ismore distinguished in higher income group while the ideological propensityof low-income class are more conservative. Lastly, the attitudes to inequality-reducing redistributive policies have higher effects in the case of middleincome group rather than lower or higher income group. These results show that the class-betrayal voting is not clear in Korean politicseven though class voting is not identified. Social basis of class politics isstill fluid, and political re-vitalization of economic inequality will depend onpolitical capacity of party and social organizations.
