Abstract

Science and technology has long been considered as the typical field of expertisebacked up by the belief that qualified experts only should have theright to make a voice and therefore an influence on society. However, thissituation is changing because civil society frequently challenges the authoritiesand powers of the existing experts nowadays due to the rise of technologicalrisks and disasters. This paper aims to analyse the dynamic relationshipbetween techno-science and the Korean citizens based on the concept“scientific citizenship”. In order to do that, two types of scientific citizenshipare analysed and compared. First type of scientific citizenship is analysedthrough Korean government’s policy on the popularization of scienceand technology, which can be characterized as citizenship making from theabove. Second type of scientific citizenship is emerging recently from below. “Childsave”, a NGO which was organized by ordinary Korean housewivesrearing young children after Fukushima nuclear disaster and is participatingactively in radioactivity related activities. This paper compares these twotypes of scientific citizenship from the perspective of expertise politics andanalyses the socio-political background of the recent transformation of scientificcitizenship in Korea.
