주거체제론적 접근은 그동안 한국의 주택 연구나 정책 수립의 논의 과정에서 거의다뤄지지 않던 주제였다. 개별 정책의 필요성이나 성과의 분석도 필요하지만 주거체제론적 관점에서 전체 주거 부문의 성격을 파악하고 각 정책이 공급 구조와 점유형태와 어떤 관계를 맺는지를 살펴보는 연구는 많지 않았다. 이 글은 복지 국가 체제론을 바탕으로 하는 주거체제의 유형론과 전개론을 검토하고, 한국의 주거체제에 대한 적용의 시도 중 첫 단계로 점유 유형과 공급 체계의 성격과 특징을 분석한뒤, 국가론적 차원에서 복지체제론에 연계시키기 위한 전단계의 뼈대를 구축한다. 복지체제론적 시각에서 유럽 국가에 적용한 주거체제론에 바로 견주긴 엉성하지만, 이후 구체적 내용을 채울 수 있는 틀을 구축하는 작업이다. 이를 통해 미약하게나마 1970년대 이후 한국 주거체제의 변화 양상과 현 단계의 과제, 그중에서도 임대 부문에서의 과제를 살펴본다. 그 결과 환매 보증부 주택이나 지분 적립형 주택등 점유 유형의 다양화, 공급-운영 주체의 일치를 통한 주거 복지 구현과 기후 위기대응, 공급 생태계 다변화를 통한 공공 주택과 민간 주택의 간극 해소 등을 사회주택 또는 사회주택과 관련한 제도가 기여할 수 있는 영역으로 발굴하였다. 사회주택과 관련된 제도의 변화가 향후 한국 주거체제가 전개될 방향에 어떤 영향을 미치는지 추적하고, 복지체제론과 연계하여 주거체제의 구체적 내용을 채우는 것은 추후과제다.
Abstract
The nature of the Housing Regime is not a popular topic in housing studies or policy debate in South Korea. Based upon the Welfare Regime and Divergence theory, this paper aims to build a frame to understand the historical changes and challenges for the Housing Regime. According to this frame the Korean housing regime has changed from the state-driven Developmental State model to the Developers’ Estate model. The introduction of social housing in 2015 apart from the existing public housing since 1989 is casting some yet minor changes over the model, but some institutions regarding the land and finance introduced with social housing will be worthwhile to track for the possible changes it will make. Moreover, these new institutions will ease the introduction of new tenure types such as Buy-back Guarantee and Housing Equity Accumulation Program. Diversity in both tenure and supply ecosystem, and coincidence of supplier and manager of rental housing is a promising aspect of social housing to solve the problems of segregation and climate crisis. Tracking the influence of institutions for social housing and new types of tenure, and filling in the blanks of the frame for Korean Housing Regime will be the following research question.
