중국 각 지역의 환경경영 효율성 평가에 관한 연구: 중국 통계년감 제조업관련 통계자료를 중심으로

최근 환경문제가 전 인류의 문제로 부각됨에 따라 녹색성장 또는 지속가능한 발전(sustainable development)에 대한 논의와 이를 추구하기 위하여 생태, 경제적 효율성(eco-efficiency)을 강조하는 환경경영이 새로운 기업경영 패러다임으로 대두되고 있다. 그럼에도 불구하고 각 국은 환경 보다는 성장을 중요시 해 왔으며, 그 결과 오늘날과 같은 환경문제에 직면하게 된 것이다. 특히, 중국은 지난 30여년 동안 연평균 10%에 가까운 초고속 성장을 해 온 결과, 에너지 부족과 환경오염 문제에 시달리고 있다. 이러한 문제를 해결하기 위해 2008년 베이징올림픽을 계기로 환경과 관련된 분야에 많은 투자를 해 오고 있는 실정이다. 중국은 2008년 환경오염처리에 4,490.3억 위안(중국화폐단위)을 투자하였는데, 이는 GDP의 1.49%에 해당하는 금액으로 전년대비 32.6% 증가된 것이다. 본 연구는 중국의 환경개선 투자에 따른 지역 간 환경경영의 효율성에 차이가 있을 것이라는 전제하에, 중국통계년감(中華人民共和國統計年鑒)의 통계자료(2003년-2008년)를 이용한 각 성·시의 환경경영 효율성 정도를 비교해 보고자 한다. 이러한 연구를 통해 중국 국가차원의 환경경영 효율성 정도를 파악하고, 비효율적인 환경경영의 개선과 환경사업의 효율성분석에 도움이 될 정보를 제공하고자 한다. 본 연구는 DEA(Data Envelopment Analysis)를 활용하여 중국 각 성·시의 제조업관련 환경사업 효율성을 분석하였다는 점에서 의의를 가진다고 할 수 있다.
Abstract
Environmental problem is now affecting the entire world. Therefore, many nations and companies have made various efforts such as green growth strategy, ecological efficiency, and sustainable development. We are facing with environmental problems because almost every nation and company have focused on their economic growth more than environmental issue until now. Especially, China has been suffering from energy shortage and environmental pollution because its strategy was based on the economic growth for the past 30 years. To solve these problems, China have moved on from growth-oriented strategy to sustainable development strategy by the time of 2008 Beijing Olympic Games and now is investing in various environmental area. Particularly, China have invested 449 billion Yuan in 2008. This investment amount was 1.49% of GDP(gross domestic production) and an increase of 32.6% compared with the previous year. The objective of this research is to compare the efficiency of environmental management among Chinese 31 major cities. This research used 3 input data and 3 output data from Chines Statistical Almanac from 2003 to 2008. Three input data are the number of waste water control facility, the number of air pollution control facility, and the amount of environmental investment. Three output data are the amount of waste water treatment, the amount of air pollution treatment, and the amount of waste product recycle. These data are revised to an average during 2003 to 2008. This research employed DEA(Data Envelopment Analysis) with CCR model, BCC model, and SE model. The results found that the number of inefficient cities are 21, 18, and 9 cities in CCR, BCC, and SE model respectively. Many cities are facing with unexpected inefficiency in environmental management business and China is in need to find out the way to improve efficiency. This research could provide an efficient method to find out the inefficient cities in environmental management business.
